Are there any changes to the possible defenses a licensee can use when he/she is charged with service to a minor? 
Yes. Section 495(g) adds a new defense that a licensee can use to avoid the imposition of a penalty. If the licensee or licensee’s employees can establish that the minor was required to produce one of the authorized identification cards, and the identification card was scanned by a transaction scan device and was found to be valid, and the result was relied upon in good faith, then the licensee or the employee cannot be penalized in a civil or criminal prosecution. (effective immediately).
What is a “transaction scan device?”
Section 495(g) defines a “transaction scan device” as a device capable of deciphering, in an electronically readable format, the information encoded on the magnetic strip or bar code of an identification card.(effective immediately).
